The Council of the Eurasian Economic Commission has approved new rules regarding phytosanitary control within the EAEU.

According to information from the Ministry of Water Resources, Agriculture, and Processing Industry of Kyrgyzstan, the changes in the rules address situations where phytosanitary certificates list recipients of quarantine products who do not actually accept the goods.

These amendments pertain to point 3.2 of the Regulation on the Procedure for Quarantine Phytosanitary Control, which has been in effect since 2010. If the authorized body in the destination country discovers a discrepancy between the specified and actual recipient, it will be required to notify the exporting country.

If such a violation occurs again, a second notification will be sent, and the authorized body of the exporting country will deny the issuance of the next phytosanitary certificate for recipients from that destination country. Sanctions will be in effect for 60 calendar days.

These measures are aimed at combating document forgery and enhancing control over the movement of quarantine products within the Union.
