
The Council of the Eurasian Economic Commission (EEC) has announced the introduction of new, stricter phytosanitary control rules aimed at combating gray schemes in trade. In accordance with changes to the relevant regulations of the EAEU, temporary sanctions will now be applied for indicating false recipients of goods in documentation.
The main goal of these innovations is to stop the practice where phytosanitary certificates indicate a company that does not accept the products. If the controlling authorities of the destination country identify a discrepancy between the actual recipient and the one specified in the documents, they are required to immediately notify the exporting country. In the case of repeated violations, the exporter will face serious consequences: the authorized body of the exporting country will be obliged to suspend the issuance of new phytosanitary certificates for recipients from that state for a period of up to 60 calendar days.
The Ministry of Agriculture emphasizes that these measures are aimed at cleansing the market of unscrupulous participants and ensuring maximum transparency in the movement of quarantine products within the Union. The EEC hopes that the two-month ban on the issuance of documents will serve as an effective barrier against the use of fictitious companies and significantly enhance the level of biological and food safety throughout the EAEU.
