
The State Service for Land and Water Control calls on citizens to comply with the requirements of water legislation when using underground water for drinking and technical needs.
To start drilling a well, you should:
- First obtain a license and a licensing agreement from the State Geological Service of the Kyrgyz Republic;
- Develop a project and undergo an environmental assessment;
- After completing the drilling and putting the well into operation, keep track of the volume of water using a water measuring device and pay the "royalty" tax for the extracted water.
The amount of the "royalty" tax is:
- 15.0 tyiyns for drinking water;
- 10.0 tyiyns for technical water.
If a well is drilled to a depth of up to 30 meters for an individual residential house and technical water is used, no documentation is required. However, for commercial activities such as operating baths, catering, car washes, and other facilities, compliance with the specified requirements is mandatory.
Failure to comply with the norms of water legislation may result in administrative fines in accordance with the Code of Offenses of the Kyrgyz Republic:
- for individuals — from 1,000 to 20,000 soms;
- for legal entities — from 13,000 to 65,000 soms.
Additionally, penalties may be imposed for the damage caused.
