In Tajikistan, tariffs for drinking water and utility services have been raised

As of January 1, 2023, new tariffs for drinking water, garbage collection, and other utility services have come into effect in Tajikistan. At a press conference on February 2, the Chairman of the Housing and Communal Services Committee, Jamshid Tabarzoda, reported that tariffs for citizens have increased by 15%, while for enterprises, the increase is 30%.

As Tabarzoda noted, the increase in tariffs is due to the need to improve the quality of provided utility services, modernize infrastructure, and ensure the sustainability of enterprises in this sector.

Tariffs for water supply and sewage

According to the new decision, the cost of 1 cubic meter of drinking water for the population, with a water meter, is 1 somoni 50 dirams.

The tariff for sewage (drainage) is set at 76 dirams per 1 cubic meter.

When calculating for one person for a month, based on a consumption norm of 5.4 m³, the cost of drinking water will be:

8 somoni 10 dirams — for drinking water;

12 somoni 20 dirams — including sewage, if there is no water meter.

These calculations are based on an average consumption of 180 liters of water per day per person.

For budget institutions, the tariff for 1 cubic meter of water is 3 somoni 15 dirams,

while for self-financing and private enterprises, it is 5 somoni 43 dirams.

Regional differences in tariffs

Tariffs vary depending on the region. According to a document prepared by the Housing and Communal Services Committee, the following price ranges have been established.

Drinking water:

- for the population — from 1.40 to 1.82 somoni per 1 m³;

- for budget organizations — from 2.26 to 3.90 somoni;

- for enterprises and organizations — from 4.52 to 7.25 somoni.

Sewage services:

- for the population — from 0.76 to 0.99 somoni per 1 m³;

- for budget organizations — from 1.64 to 2.05 somoni per 1 m³;

- for enterprises and organizations — from 2.83 to 3.38 somoni per 1 m³.

Solid waste collection

The average tariff for solid waste collection is 4 somoni 74 dirams.

In particular:

- solid waste collection — 6.83 somoni per 1 m³;

- waste collection using a KAMAZ truck — 35.65 somoni per 1 m³;

- sanitary cleaning of territories — 1.13 somoni per 1 m²;

- maintenance of housing stock — 0.17 somoni per 1 m².

It is noted that for exceeding the established distance for collection, a fee of 0.80 somoni is charged for each additional kilometer.

Where the new tariffs apply

According to the document, the new tariffs will be applied in more than 45 cities and districts across the country.

Among them are the cities and districts of Bokhtar, Kulob, Kanibadam, Istaravshan, Panjakent, Vahdat, Tursunzade, Gissar, Nurek, Rasht, Isfara, Murghab, Darvoz, Rushon, Shugnon, Roshkala, Varzob, Yovon, Farhor, Khoroson, Dangara, and others.

It is important to note that not all housing and communal enterprises are subordinate to the Housing and Communal Services Committee, and in some regions, tariffs are set by local authorities taking into account regional features and the state of infrastructure.

The situation in Dushanbe

It is also worth noting that in Dushanbe, the cost of water supply and sewage services was increased as of September 1, 2022.

According to the new decision:

- for the population (with a water meter) — 2.60 somoni per 1 m³ (previously — 2.26 somoni);

- for budget organizations — 3.59 somoni per 1 m³ (previously — 2.77 somoni);

- for commercial organizations — 9.10 somoni per 1 m³ (previously — 4.28 somoni).

For consumers without a water meter, the monthly fee is:

- for multi-story buildings — 28.07 somoni (previously — 10.61 somoni);

- for private houses with water supply and sewage — 23.39 somoni (previously — 7.10 somoni);

- for houses with street water distribution columns — 7.41 somoni (previously — 4.94 somoni).
