Bakyt Torobaev spoke in parliament about preparations for spring fieldwork

The Minister Torobaev reported that preparations for the spring field works include numerous activities. Among them are ensuring uninterrupted water supply, preparing quality seeds, repairing agricultural machinery, as well as timely deliveries of fertilizers and fuel-lubricating materials.

Preparation of the irrigation system

Currently, the country has 498 reservoirs with a design capacity of 1.757 billion cubic meters. However, the actual water volume is 939.3 million cubic meters, which is 32% less than last year.

In 2026, it is planned to carry out sowing works on an area of 1.25 million hectares, of which 885 thousand hectares will be irrigated. To irrigate them, it will be necessary to supply about 6.3 billion cubic meters of water.

This year, 12.3 billion soms have been allocated from the state budget for the restoration and repair of irrigation facilities.

As of 2025, 15,051 wells have been registered, of which 308 have been checked, and 50 have been put into operation. In 2026, it is planned to put another 83 wells into operation.

To prepare water management facilities for the irrigation season in 2026, it is planned to attract 203 units of equipment from the Water Resources Service and about 1,000 units of equipment from local administrations.

In total, construction and design will be carried out at 139 irrigation facilities in the republic.

Drip and sprinkler irrigation systems will be implemented on an area of 20,000 hectares, of which 5,270 hectares will be supported by the government, and 14,730 hectares will be covered by farmers.

It is worth noting that in 2026, farmers using water-saving technologies will be provided with preferential loans at 2% per annum for a total of 1 billion soms.

Seed supply

For 2026, 69 thousand tons of grain seeds will be required. Currently, 57 thousand tons have been procured, which is 82.5% of the required volume.

There is a 100% supply of seeds for oats, rice, tobacco, legumes, and soybeans. The missing part will be supplemented through subsidies and seeds from seed-growing farms.

By 2026, 22 nurseries have prepared 15 million 37 thousand seedlings.

In the Batken and Kadamjai districts, work is also being carried out to grow citrus seedlings, including mandarins and oranges. In 2024, 4,839 tons of products were obtained from 1,058 hectares, and in 2025, 7,149 tons from 1,056 hectares.

Additionally, in the Ak-Talinsky district of the Naryn region, oilseed safflower was tested on 20 hectares, resulting in 20 quintals per hectare. Work on the distribution of the sorghum hybrid "Sudan" is also ongoing, where 100 tons of green mass were obtained from one hectare, significantly contributing to the provision of feed for livestock.

Supply of fuel and lubricants

To successfully conduct spring field works in 2026, 40.4 thousand tons of diesel fuel and 9.7 thousand tons of gasoline will be required.

The Association of Oil Traders reports sufficient stocks of diesel fuel and gasoline at oil depots and gas stations.

Moreover, the State Material Reserves Fund is selling 7 million liters of diesel fuel to farmers at a price of 74 soms per liter, which will ensure the quality execution of works in 2026.
