Increase in tariffs and more: The Committee of the Jogorku Kenesh heard information about the work of the Ministry of Energy and future plans

At the meeting of the Committee on Industrial Policy, Transport, and Energy Complex of the Jogorku Kenesh, information was reviewed regarding the current activities of the Ministry of Energy of the Kyrgyz Republic, as well as the prospects for the development of the energy sector.

The presentation was conducted by the Minister of Energy, Talaybek Ibraev. He reported on the ongoing construction of the second unit at the Kambar-Ata HPP-2 and the preparatory work for the Kambar-Ata HPP-1 project, where the construction of necessary infrastructure facilities and the updating of the feasibility study are being carried out with the support of the World Bank.

“Out of 15 investment agreements, 5 projects have already been launched by investors who are engaged in the construction of solar and wind power plants. We are also continuing work on expanding gasification in populated areas, modernizing infrastructure, and implementing programs for preferential connections,” the minister added.

Deputy Erkinbek Isenaliev expressed the importance of gasification for the population of the Kemin district, noting that access to natural gas could significantly reduce the load on the electricity system. Temirlan Aitiev, in turn, emphasized the need to develop renewable energy sources to ensure a sustainable future for the energy sector.

Karybek uulu Ulukbek raised the issue of the sharp increase in gas prices in October and November of last year, reporting complaints from residents. He highlighted the social significance of this problem and inquired about the responsibility of those who allowed this situation.

The Deputy General Director of Gazprom LLC, Azamat Aldayev, explained that problems with processing telemetry signals arose at the end of 2025 due to server overload. He assured that the technical malfunctions have already been resolved.

Medербек Sakkarayev touched on the topic of tariff policy and electricity price forecasts until 2030. Talaybek Ibraev reported that starting from May 1, 2026, the tariff will be 1.64 soms per kWh, and by 2030 it will increase to 3.40 soms. A night tariff for commercial consumers will also be introduced from May 1 of this year, which will be 1.25% lower than the daytime tariff.

Deputy Bakhridin Shabazov proposed to replace the outdated power lines in the village of Druzhba in the Issyk-Ata district, emphasizing that the poles are in an emergency state and need urgent replacement. Talaybek Masabirov raised the issue of reducing commercial losses and implementing automated electricity accounting systems (AES). Rakhат Junushbaeva inquired about the current situation with the electricity deficit in the country and asked what measures are being taken to overcome the energy crisis.
