During the discussion, the Deputy Chairman of the State Committee for National Security, Kurvanbek Avazov, noted that the current norms of legislation regarding special ranks and class ranks lead to the improper use of insignia characteristic of the military (such as shoulder straps with five-pointed stars) on the uniforms of civil servants performing civilian functions. The main goal of the proposed bills is to regulate the use of such insignia, which implies excluding the right to wear them for employees of tax and customs services (with some exceptions for certain units), as well as the prosecutor's office (except for the military prosecutor's office). The system of special class ranks for employees of the prosecutor's office will remain in effect, however, militarized ranks will not be assigned.

The Deputy Attorney General, Umutkan Konkubayeva, expressed the Prosecutor General's Office's disagreement with some provisions of the bills, emphasizing that this could negatively affect the institutional independence of the prosecutor's office.

During the discussion, deputies Kubanychbek Samakov and Nurlanbek Azygaliev asked clarifying questions and expressed support for these bills.
