U.S. President Donald Trump announced the intention of countries participating in the World Council he established to allocate over five billion dollars for humanitarian needs and the reconstruction of the Gaza Strip. He made this announcement on February 19, 2026, during an event at the Donald J. Trump Peace Institute in Washington, D.C.
Trump noted that the members of the World Council committed to directing these funds, as well as providing thousands of specialists to work in the International Stabilization Forces and local police, which should help maintain security and peace for the residents of Gaza. Details about which specific countries will participate in the funding and in what proportions were not disclosed.

According to the president, the World Council represents "the most important international body in history," and he is proud to hold the position of its chairman. Initially, the Council was conceived as a structure responsible for managing the Gaza Strip after the war as part of Trump's peace plan, but it soon became clear that its functions would be much broader.

On January 22, at the World Economic Forum in Davos, the charter of the World Council was signed, with Trump becoming its chairman. To gain lifetime membership, countries are invited to contribute one billion dollars each. The signing ceremony alongside Trump included leaders from various nations, primarily from the Middle East and South America, including Hungarian Prime Minister Viktor Orban, Armenian Prime Minister Nikol Pashinyan, and Azerbaijani President Ilham Aliyev, as well as the presidents of Kazakhstan and Uzbekistan.

Russia was also invited but has not yet responded. At the same time, Vladimir Putin expressed readiness to allocate one billion dollars from Russian assets blocked in the U.S. for the Council, emphasizing "Russia's special relationship with the Palestinian people," even before making a decision about its participation.
