According to the new decree, notaries are now allowed to forgo using wax seals on paper documents if the entry has been made in the electronic registry and the EISN archive. A new term has also been introduced: “performing notarial actions in a remote format,” which allows notaries to send copies of documents in PDF format via email or popular messengers, including WhatsApp and Telegram.
Additionally, the decree clarifies the rules regarding identification cards and contract forms. An important aspect is the tightening of rules concerning delegation: powers of attorney for property management, car sales, divorce, children's travel abroad, and adoption issues are now issued for a limited period, and re-delegation of such documents is prohibited. These measures are aimed at enhancing control and combating fraud in real estate and transportation transactions.
