The purpose of adopting this resolution is to reduce corruption risks associated with the auction process for subsoil resources.
In accordance with the approved procedure, all document flow between participants, the organizer, and the technical operator will be carried out through the official electronic auction portal, which includes the use of electronic documents and samples converted into digital form by scanning paper documents and signed using an electronic digital signature (EDS).
Rights to use subsoil resources will be granted through electronic auctions for subsoil plots, the registry of which is formed and annually confirmed by the organizer.
The Ministry of Natural Resources, Ecology, and Technical Supervision has received the following instructions:
- to implement a pilot project for conducting electronic auctions for the right to use subsoil resources from the moment this resolution comes into force until September 30, 2026.
The resolution will come into force 15 days after its official publication.
