During a meeting of the Committee on Science, Education, Innovative Development, and Information Technologies, as well as Culture, Sports, and Youth Affairs of the Jogorku Kenesh, information was presented about the activities of the State Agency for Personal Data Protection, operating under the Cabinet of Ministers of the Kyrgyz Republic.
The director of this agency, Kutman Mamyrov, shared relevant data and issues related to the protection of personal information.
During the discussion, Deputy Gulai Mashrapova emphasized the mechanisms and guarantees that ensure the protection of citizens' biometric and personal data. Deputy Gulsharkan Kultaeva also raised important issues concerning fraud in messengers, noting the increase in such cases and the need to enhance the level of digital literacy among both citizens and government officials. In response to these remarks, Kutman Mamyrov highlighted that one effective method of combating fraud is two-factor authentication and urged not to publish personal data on social networks. He also reported on ongoing training activities for civil servants on digital security issues.
Deputy Saltanat Amanova raised the issue of the need to tighten control over the use of SIM cards, citing the rise in telephone fraud. She noted that criminals often use foreign numbers to make deceptive calls. Deputy Bolot Sagynaev clarified what responsibility government agencies bear in the event of a leak of personal data and what measures are in place for their protection. The Chairperson of the Committee, Toktobubu Ashymbaeva, also expressed her concerns regarding the mechanisms for controlling and protecting personal information, particularly noting the use of electronic diaries in educational institutions, which process a large amount of data about students and their parents.
