The Ministry of Economic Development reminded about the ban on pawnshops accepting real estate as collateral.

- In Kyrgyzstan, pawnshops are authorized to issue short-term loans exclusively against movable property, as stated on the radio by the chief specialist of the supervision, control, and monitoring department of the financial market at the Ministry of Economy and Commerce, Süörkül Ashimjan uulu.

According to Ashimjan uulu, the legislation allows only equipment, vehicles, and other types of movable property to be accepted as collateral.

“According to the current law, pawnshops are strictly prohibited from accepting real estate as collateral. Their activities are limited only to movable property,” he noted.

The specialist also pointed out instances of illegal practices where pawnshops accept land plots or other real estate as collateral, which could lead to their confiscation.

“Such actions are categorically prohibited by law. Although such violations are not frequently recorded,” Ashimjan uulu added.

He emphasized that the Financial Supervision conducts both scheduled and unscheduled inspections within its authority. Unscheduled inspections are initiated only based on citizen complaints.

“If citizens encounter problems related to violations of their rights, we strongly recommend contacting the Financial Supervision. Only based on such complaints and confirmed facts can the agency take necessary measures,” explained the ministry representative.

Additionally, he noted that information about possible violations can be submitted both in writing and via email.

“Citizens can also report identified violations to us, in addition to scheduled and unscheduled inspections,” he added.

Süörkül Ashimjan uulu reminded that the Law of the Kyrgyz Republic “On the Activities of Pawnshops” was adopted on June 22, 2016, leading to mandatory licensing of pawnshops. From 2018 to 2024, a moratorium on inspections of business entities was in effect.

“During this period, scheduled inspections were not conducted. We only carried out unscheduled inspections, and only based on citizen complaints and after coordination with the Ministry of Economy,” he noted.

In 2025, the moratorium was lifted, and scheduled inspections resumed.

“In 2025, about 40 pawnshops were inspected. Unscheduled inspections were also conducted based on citizen complaints, resulting in a total amount of imposed fines exceeding 2.2 million soms,” Ashimjan uulu reported.

At the same time, he noted that no cases of accepting real estate as collateral were found during the inspections.
