
In Kyrgyzstan, approximately 1.5 million soms in fines were imposed on pawnshop institutions in 2025. This became known through the words of Suyorkul Ashimjan uulu, the chief specialist of the forecasting, control, and monitoring department of the financial market regulation and supervision service, during the "Elden Sobol" program organized by the "Kabar" agency.
He noted that as a result of changes adopted on May 23, 2024, pawnshops were prohibited from sharing information about clients' credit histories with third parties. This applied even in cases where borrowers experienced delays for various reasons — such data must remain confidential. In particular, this concerns the prohibition of sharing information in credit histories.

Ashimjan uulu also reported that in 2025, licenses were revoked from approximately 35 pawnshops, and their activities were temporarily suspended. Inspections covered 30-40 pawnshops, resulting in fines and issued directives.
“Pawnshops provided official responses within 30 days. All identified violations were rectified in accordance with the law. The maximum fine reached 310 thousand soms, and the total amount of fines for 2025 was about 1.5 million soms,” he concluded.
