Lahore Steel Mills Factory Stopped Due to Violations. Sokuluk District Police Involved in the Inspection

In the city of Shopokov, the operation of the metal processing plant "Lahore Steel Mills" has been suspended due to identified violations.

According to information provided by the presidential representative in the Chui region, an additional inspection of the enterprise was conducted to verify compliance with legislation. During the inspection initiated by the representative, specialists found that the plant continued to operate despite previously issued orders.

Despite the bans, the plant continued its production activities. An inspection conducted on January 8 revealed unpleasant odors and air pollution in the area. The fact that the enterprise continued to operate against the directives was confirmed on-site, necessitating the intervention of the Sokuluk District law enforcement officers.

Representative Azamat Osmonov noted that ignoring the requirements of government agencies is unacceptable and ordered the suspension of the plant's activities until all violations are rectified. Resumption of operations is possible only after receiving conclusions from authorized organizations. The presidential representative in the Chui region will monitor the implementation of his directives.



Local residents have expressed dissatisfaction with the operation of the plant for quite some time. Residents complain about constant noise, unpleasant odors, and smoke, believing that the enterprise is located too close to residential buildings. In response to these complaints, a district commission was created, and the issue was discussed at the level of the Jogorku Kenesh.

The plant has been inspected by government agencies previously. In 2024-2025, it was fined for violations of urban planning, environmental, and water regulations, as well as orders to suspend the operation of certain facilities. The situation remains under control, and further measures will be taken based on the results of inspections.

The Ministry of Construction reported that the reconstruction of the foundry shop and the construction of a warehouse for finished products (measuring 42×17 meters) were carried out without the necessary design and permit documents.

The company was subjected to administrative sanctions and fined 400,000 soms. Due to the untimely payment of the fine, a penalty of 400,000 soms was accrued, bringing the total to 800,000 soms.

Turmush also reported that an explosion occurred in the melting furnace at the plant of LLC "LAHORE STEEL MILLS". Witnesses claim they heard up to five explosions, and smoke enveloped the plant's territory, resulting in emissions into the atmosphere. There were no casualties or fatalities as a result of the incident.

According to the Ministry of Emergency Situations, the incident occurred on November 13, 2024, during a trial run of the equipment. The area of the fire was about 80 square meters and was completely extinguished.

The Ministry of Natural Resources stated that the equipment was started after the suspension of the plant's operations at the direction of the environmental and technical inspection. An investigation is underway to assess compliance with environmental and technical standards. The plant's management acknowledged their responsibility and reported no injuries.

Additionally, the management of LLC "Lahore Steel Mills" has previously been involved in scandals. In June 2013, the company's leaders, citizens of Pakistan, were detained for bribing an employee of the Anti-Corruption Service of the GKNB with $1,500 to influence the results of a tax audit.

The official results of the investigation have not yet been made public.

In April 2025, the enterprise was fined for illegal use of groundwater: the plant had used two wells for 13 years without licenses and water accounting, failing to pay mandatory fees.

In September 2025, Jogorku Kenesh deputy Venera Raimbachaeva publicly voiced the complaints of Shopokov residents, emphasizing that the plant's activities do not comply with environmental standards and disturb the peace of local residents.

According to the Ministry of Justice, the head of LLC "LAHORE STEEL MILLS" is Nazir Asim Ahmad Nazir, and the founders are Ikbal Javed, Hussain Sarfraz, and Majed Amir (all of whom are citizens of Pakistan).

The main focus of the enterprise is metal processing and coating. The plant was registered on May 27, 2011, and underwent re-registration on October 24, 2011.

Investors are citizens of Pakistan. In 2011, they launched metal processing production on a territory of 4.2 hectares (previously owned by a sugar factory).
