From November to December 2025, a special operation called "Foreign Citizen" was conducted in Kyrgyzstan, organized by the Main Department of Criminal Investigation of the Ministry of Internal Affairs. The main goal of the event was to identify and prevent violations of migration legislation.
According to the agency, during this operation, protocols were drawn up under Article 431 (Violation by foreign citizens of the established procedure for staying, rules for carrying out labor activities in the Kyrgyz Republic or transit passage) of the Code of Administrative Offenses of the Kyrgyz Republic, with a total fine amounting to over 300,000 soms.
As part of the activities, various facilities were inspected, including restaurants, cafes, sewing workshops, car dealerships, construction sites, as well as places of temporary residence of foreign citizens.
