
Meetings with Cuban émigrés and activists in Washington and Miami allowed the Trump administration to focus on finding a person within the Cuban government who could perceive the threat and agree to changes. American officials noted that there is no clear plan for overthrowing the communist regime that has held power for about 70 years; however, events surrounding Maduro and his circle are seen as a lesson for Cuba.
According to the administration, the operation on January 3 aimed at arresting Maduro was supported by an insider from his inner circle.
