
The State Duma of Russia announced new educational formats
According to plans for a phased transition to an updated model of higher education, which will start in the 2026/2027 academic year, the "bachelor" and "master" formats will be eliminated in Russia starting September 2026. This was stated by Ksenia Goryacheva, the first deputy chair of the State Duma committee on science and higher education, in an interview with "RIA Novosti".
In place of these formats, there will be basic higher education programs lasting from four to six years, as well as specialized programs lasting from one to three years.
Goryacheva noted that the specialized level will be a new version of the master's program, and graduates of basic educational programs will have the opportunity to participate in a competition for budget-funded places.
It is important to note that the Bologna system includes a two-tier structure of higher education: bachelor's degree (four years) and master's degree (two years). In Russia, there are also specialist programs that require at least five years of study, as well as postgraduate studies (3–5 years), residency (up to three years), and internship (two years).
Russia became part of the Bologna process in 2003. Although bachelor's degree programs began to be implemented in the country back in the 1990s, the systematic division into levels of education became relevant starting in 2011.
