In accordance with the mayor's directive, all social sector institutions were insured with the State Insurance Organization. This is done to protect municipal property, reduce financial risks, and comply with the legislation of the Kyrgyz Republic. The institution "Үмүт үйү," which serves elderly people and individuals with disabilities, was among those insured.

In 2025, 65,989 residential properties and 49,308 vehicles were insured in Bishkek, including 2,337 units of municipal transport. Additionally, 587 municipal property objects received full insurance coverage.
It is worth noting that as a result of the fire that occurred on January 6 in the palliative care unit of a separate building, two people lost their lives. Since April 2023, the social service institution "Үмүт үйү" has been operating under the guidance of the social development department of the Bishkek city hall, providing services to elderly people and individuals with disabilities over the age of 18 who are in need of social assistance.
