According to the proposed document, the new rules will be mandatory for all state institutions, as well as private enterprises and officials, regardless of their organizational and legal form.
In the Ministry of Health, it is emphasized that the need to develop this document is due to the current global epidemiological situation, the emergence of new infections such as the coronavirus, and the risks associated with the use of dangerous biological agents in terrorist acts. The COVID-19 pandemic, as stated in the justification, highlighted the importance of creating a mechanism for inter-agency cooperation to protect public health.
The draft includes the formation of a coordination system among key state bodies, including the ministries of health, internal affairs, emergency situations, finance, defense, natural resources, water resources, agriculture, as well as the State Committee for National Security and the Border Service. Representatives of the president in the regions, local administrations, and city halls also play an important role in this system.
The comprehensive plan describes the procedure for organizing and conducting joint preventive measures and actions in case of emergencies related to quarantine and especially dangerous infections.
This document aims to implement the Law "On Public Health" and to strengthen the protection of the population from external biological threats.
