The initiative to create this facility belongs to the city municipality. Currently, the Capital Construction Department has installed a fence around the site and has begun demolition work.

The municipality reported that the question of the building's future became relevant after the fire that occurred on November 5, 2025. The mayor of Bishkek personally visited the scene and instructed the relevant services to make a decision about the future of the facility and to expedite the process of preparing a new project.
At this time, a sketch of the future cultural center has already been developed, and the design work is ongoing. The city hall emphasizes that the new center should become a modern space for cultural events and contribute to the development of a creative atmosphere in the capital.
However, the timeline for the start of construction and the estimated cost of the project remain unknown.
The 'Chatyr-Kul' cinema, as indicated in the "City Encyclopedia of Frunze," was opened in 1967 on Dushanbinskaya Street (now Toktonalieva Street) in the Botanical residential area. Over time, the cinema ceased its operations, and in 2010, its building was nationalized and transferred to the state youth theater 'Uchur.' Unfortunately, the major renovation of the facility was never carried out.
