
A draft law is being considered in parliament that amends the Code of Offenses. The aim of the document is to strengthen responsibility for violations in the field of landscaping, as well as for littering in unauthorized places and damaging water management facilities. The initiator of these amendments is Deputy Dastan Bekeshev of the Jogorku Kenesh.
As part of the proposed draft law, it is planned to expand sanctions in articles 114–116, as well as introduce a new type of punishment — community service, which can last from 20 to 40 hours.
This measure will serve as an alternative to warnings or fines and aims to avoid situations where offenders evade responsibility, especially in cases where fines are not paid or do not serve a preventive function.
Dastan Bekeshev notes that community service has a restorative effect: it allows people to rectify the consequences of their own actions. This approach also reduces the financial burden on the budget, as it does not require expenses for collecting fines or short-term arrests.
In the explanatory note to the draft law, it is stated that this punishment will not be applied to socially vulnerable categories of citizens. The draft law has been agreed upon with the local government union and has undergone public discussion without any remarks.
