
A draft law concerning the knowledge testing of drivers who have violated traffic rules is being discussed in the Jogorku Kenesh.
During a meeting of the parliamentary committee on law enforcement, combating crime, and countering corruption, Deputy Bolot Ibragimov proposed a complete re-certification of the employees and leaders of the GUOBDD.
On February 24, a draft law was reviewed and adopted in the first reading, which stipulates the testing of knowledge for drivers who have violated traffic rules. According to the new regulations, after the protocol is drawn up, drivers will be required to undergo testing on traffic rules in electronic format. GUOBDD inspectors of the Ministry of Internal Affairs will conduct the testing through a special system, and the results will be automatically entered into the database.
Ibragimov noted: "Although the concept looks promising, activists conducted a knowledge test for inspectors and management of the GUOBDD, and they were unable to answer the simplest questions about traffic rules."
Deputy Minister of Internal Affairs Adylbek Biibosunov reported that work in this direction is already underway.
