The proposed bill introduces a mechanism for testing drivers' knowledge of traffic rules immediately after certain violations are identified.
As the deputy minister indicated, this initiative concerns only eight articles:
- Part 1 of Article 182 "Driving a vehicle with technical malfunctions that prohibit its operation";
- Part 4 of Article 182 "Driving a vehicle without state registration number plates or with one of them missing";
- Article 185 "Failure to comply with the requirement to stop the vehicle at the request of authorized officials";
- Part 3 of Article 187 "Exceeding the established speed limit by more than 40 km/h, but not more than 60 km/h";
- Part 4 of Article 187 "Exceeding the established speed limit by more than 60 km/h";
- Part 3 of Article 188 "Violating traffic rules at intersections, driving on a red traffic light, as well as driving on sidewalks and pedestrian paths";
- Part 4 of Article 188 "Failing to give way to vehicles with activated special signals";
- Part 5 of Article 188 "Violating overtaking or maneuvering rules by entering the oncoming lane";
- Part 1 of Article 189 "Auto hooliganism (street racing and demonstrations in unauthorized places)";
- Part 2 of Article 192 "Violating traffic rules that resulted in damage to a vehicle or property";
- Part 3 of Article 192 "Violating traffic rules that caused harm to health, if the act is not criminal";
- Article 194 "Driving a vehicle that has been modified without approval from the authorized body";
- Article 195 "Violating the rules for transporting dangerous goods".
In the event that a driver fails the knowledge test, their license will be temporarily confiscated, and they will be required to retake the exam. If the driver does not pass the exam within 60 days, their license will be temporarily revoked.
Deputy Bolot Ibragimov expressed concern that this bill could lead to corrupt schemes, where some officials might demand a test from drivers without any violations in order to receive bribes.
In response, the deputy minister assured that there are no corruption risks.
"All officials will be equipped with body cameras. We also plan to purchase tablets that will record audio information. The questions for the exam will automatically appear on the tablet screen, and the process will be fully automated. There will be six questions," explained Adylbek Biibosunov.
The test will be considered successfully passed if the driver answers four out of six questions correctly.
Ibragimov, for his part, noted that he cannot support the bill, reminding how officials from the State Traffic Safety Department failed to answer simple questions from activists about the meanings of traffic signs.
According to the directive of President Sadyr Japarov, as of September 1, 2025, a procedure for testing knowledge of traffic rules was introduced directly at the stop for drivers who violated the rules. However, later the State Traffic Safety Department of the Ministry of Internal Affairs reported that the implementation of this initiative had been postponed. This decision was made in connection with the establishment of an interdepartmental commission to prepare amendments to the Code of Offenses.
