Sadyr Japarov Detailed the Measures for Improving the Driver Training System

Sadyr Japarov, the President of Kyrgyzstan, recently visited the State Center for Vehicle Registration and Driver Licensing, which is managed by the presidential office.

According to the president's press service, during the visit, the head of state familiarized himself with the examination process and the conditions under which the theoretical knowledge of future drivers is tested.

The president was shown how the examination process is conducted using digital technologies and artificial intelligence. An important point was that the testing system completely excludes human participation – exams are conducted in automatic mode.

During the exam, the system monitors the movement of the candidate's head. If the candidate distracts from the screen, it is considered a violation. Additionally, any appearance of unauthorized persons in the camera's field of view is regarded as interference and is grounds for canceling the results.

Continuing his visit, Japarov met with the cadets and directors of private driving schools, where he discussed measures to reduce the number of traffic accidents related to traffic rule violations.

The president noted that in the past, there were cases of corruption in the driver training system, which allowed over 90% of graduates from private driving schools to pass exams successfully, even though their level of knowledge left much to be desired.

Sadyr Japarov emphasized that after the start of active measures to combat corruption and tightening control, the situation changed. As a result of the transparent examination process, the percentage of successful passes decreased to 18-20%, which more accurately reflects the real level of candidates' training.

The head of state is confident that with further strengthening of discipline and elimination of the human factor, the possibility of obtaining driver's licenses illegally will be completely eradicated, and the examination process will become fairer.

Japarov also noted that over the past ten years, there have been about 75,000 traffic accidents in the country, resulting in the deaths of 9,120 people.

Furthermore, the president reported on the illegal privatization of about 70 educational facilities by one of the directors of private driving schools, some of which were transferred into private hands, while around 40 were used for personal gain. In this regard, he added that all these driving schools will be returned to the state, and the educational process in them will meet unified requirements, including a training period of ten months. The main focus will be on the quality of training and the formation of a culture of safe behavior on the road among drivers.

The head of state explained that the ten-month training course does not require daily attendance. The educational process will be organized considering modern realities, with classes planned several times a week, including online formats, allowing candidates to combine study with work.

He added that with this approach, candidates for drivers will be able to fully absorb the necessary theoretical knowledge and practical skills for safe vehicle operation. In the future, passing exams will be possible immediately after finishing general education school, which will allow for training drivers from an early age and instilling in them the habit of following traffic rules.

During the meeting, the cadets of the driving schools had the opportunity to ask the president questions and offer their ideas for improving the driver training system and enhancing road safety.
