Tumanbaev explained why private driving schools are transitioning to state control.

In response to the protests from representatives of private driving schools, Tumanbaev made a statement on social media about the need to reform the driver training and licensing system.

According to him, in the past, some private driving schools were involved in the "sale" of driver's licenses, which, in his opinion, contributed to an increase in the number of road incidents. He also noted that in 2025 there was a rise in accidents and fatalities compared to the previous year.

Addressing the concerns of the protesters, who claimed they were not informed about the upcoming changes, Tumanbaev emphasized that the heads of driving schools were gathered for meetings at "Yntymak Ordo" to discuss the forthcoming reforms.

He expressed his belief that many drivers lack basic knowledge of traffic rules, and that beginners often cannot pass the theoretical exams on their first attempt.

Tumanbaev noted that the reforms will not affect all private driving schools, as there are qualified specialists in this field who provide quality training and foster a culture of driving. He added that such instructors are planned to be involved in the state training system.

According to him, the process of reforming the vehicle registration and driver's license issuance system has already begun, and a key element of the changes will be driver education. In the future, trainees will be taught only in driving schools that are under state control.

According to Tumanbaev's statement, the acceptance of applications for the new training program, which meets established standards, will begin in mid-February 2026.
