Six Questions on the Road. The Ministry of Internal Affairs Explained How Drivers Will Be Tested on Traffic Rules
Deputy Minister of Internal Affairs, Adylbek Biibosunov, reported that the initiative proposes checking knowledge of traffic rules directly at the site of the violation. Exceptions are made for cases where the offense is recorded using automatic cameras.
According to Biibosunov, this innovation will allow for the prompt identification of drivers who do not have sufficient knowledge of traffic rules and will help improve discipline among road users.
The draft law proposes the introduction of a new provision in the Code of Offenses, which will define the procedure and grounds for checking drivers' knowledge of traffic rules for specific violations, as well as the consequences for failing the test.
Deputy Bolot Ibragimov expressed concern that such a system could become a tool for corruption.
In response, Biibosunov stated that inspectors will have body cameras, and it is also planned to purchase 1,050 special tablets, which will help minimize the risks of corruption.
The deputy also inquired about how the verification procedure would be organized. The deputy minister explained that all details would be outlined in a separate regulation.
He provided an example: "If an inspector stops a driver for a violation, he will draw up a report. Then, six questions will appear on his electronic tablet. If the driver answers at least four correctly, he will be able to leave after the paperwork is completed. Otherwise, his driver's license will be confiscated, and he will have to retake the exam."
Ibragimov also clarified whether the results of the verification would be recorded in the system.
Biibosunov confirmed: "Yes. The system will automatically select six questions from the database, which will be displayed on the screen. If the driver cannot answer, this will be recorded on the tablet, and all data will be saved in the automated system," he added.
