Returning to discussions about Shirshov, his recent participation in a meeting in Moscow sparked heated debate. In a comment to "Kabar," President Japarov stated that the authorities are using the information he provides in the interests of the country.
— Social media is actively discussing a photo capturing the meeting of the Kyrgyz delegation in Moscow, including the Deputy Prime Minister and representatives of the Ministry of Energy of Russia, with the participation of Alexey Shirshov. Some users remind you of your previous statements that Shirshov would not hold government positions.
Daniyar Amangeldiev noted that "Shirshov's knowledge and information are extremely necessary for us right now." This raised questions among some members of society: are there no more qualified specialists in this area in Kyrgyzstan? Some express the opinion: "Tashiev left — Shirshov came." What is really happening?
— Let me answer this question. If I am not mistaken, this happened at the end of 2021. Shirshov reached out to me through intermediaries with a proposal: "If I am not threatened, I am ready to come to Kyrgyzstan and help uncover Maxim's assets, both abroad and in the country." After Maxim's escape, his entourage was left abandoned, and Shirshov was among them.
I found out from law enforcement that Shirshov is not on the wanted list.
“Let him come and share what he knows,” was our opinion, and we gave him the green light. He arrived, and we welcomed him. We set a condition: “In the past, it was possible to rob state institutions, but now that won't fly. If something goes wrong, you will be held accountable. You and Maxim got rich, now help return that wealth to the state, tell everything you know.”
Shirshov began cooperating with the GKNB and the Ministry of Internal Affairs.
He provided information about those involved in raiding "Avrora Plus," registering property in the names of relatives and friends. As a result, the state managed to reclaim several real estate properties from this complex.
Additionally, he reported that there is a villa "Chateau Castle" in southeastern France, purchased by Maxim Bakiev from Berezovsky. Based on this information, starting in 2023, the Ministry of Justice initiated legal proceedings. However, it should be understood that this case may drag on for years, and it is unclear how it will resolve in the future for Kyrgyzstan. Everything will depend on the will of fate.
Another important piece of information he provided is the confirmation that "Elkat" belonged to Maxim Bakiev. This company has now been fully returned to state ownership, and its value is approximately 6 billion soms.
As for his role in the negotiations in Moscow, regarding the Upper Naryn Cascade of Hydropower Plants project, due to certain circumstances, we owed "RusHydro" 37 million dollars. Taking into account interest, the debt amount today exceeds 51 million dollars, and it continues to grow.
The international court ruled that "such interest will be charged." Therefore, I sent a delegation to Moscow headed by Daniyar Amangeldiev to discuss options for repaying the debt.
He contacted Daniyar Amangeldiev and stated that he could participate in the negotiations and share useful information for Kyrgyzstan about "RusHydro." Since he had previously worked with them, he possesses the necessary data. Time will tell how useful this will be.
It is important that we will not allow Shirshov to hold any ministry position again and manage it. If his information is useful for the state — we will use it; otherwise, we will tell him to behave appropriately.
In general, we will not allow attempts to interfere with state finances. Therefore, it is not worth paying attention to those who continue to "manipulate" the topic of Shirshov.
The Ministry of Energy plans to fully repay the accumulated debt of 137 billion soms this year and start making a profit as early as next year. Theft in this system has been stopped, so the debt that accumulated over 30 years will be closed in 5 years. If theft had continued, how could we have repaid the debt? It would only have increased.
If any employees are caught stealing, there will be no leniency. This applies to all ministries, state institutions, and officials.
