In an interview with the Kabar agency, the president reacted sharply to the speculation, emphasizing that Shirshov acts solely as an informant, whose knowledge can assist in the recovery of assets and the protection of Kyrgyzstan's interests.
According to Japarov, back in 2021, Shirshov himself reached out through intermediaries with an offer to help uncover the foreign assets of former president Kurmanbek Bakiev's son, Maxim.
According to information from Sadyr Japarov, Shirshov is not wanted, which allowed him to return to provide testimony and consultations.
“We told him right away: the previous time has passed. It is no longer possible to steal from state structures. If you can return the assets — great, if not, just stay out of it,” the president added.
The president noted that thanks to the information provided by Shirshov, the state managed to recover cottages and apartments from the "Aurora Plus" complex, as well as establish a connection between the company "Elkat" and Maxim Bakiev — this company is now fully owned by the state, and its preliminary valuation is about 6 billion soms.
Japarov also commented on Shirshov's participation in consultations regarding the debt to "RusHydro" within the framework of the Upper Naryn Cascade of Hydroelectric Power Stations project.

He noted that Shirshov has experience working with this company and possesses important information, which makes him useful for the country.
“The main thing is — he will not manage any ministry. If his help is useful, we will take advantage of it. Otherwise, he can take care of his own affairs. There is no need to pay attention to manipulations,” the president concluded.
Japarov also reminded that the energy sector has closed the accumulated debt of 137 billion soms for the first time in 30 years, and from next year it should turn a profit. He emphasized that any cases of theft will be strictly punished, “without exceptions and mercy.”
