At a meeting of the Committee of the Jogorku Kenesh of the Kyrgyz Republic on labor, health care, women's affairs, and social issues, the chairperson of the Mandatory Health Insurance Fund, A. Mukanova, presented details regarding the protection of the rights of working citizens and their families in the context of the Eurasian Economic Union.
The Mandatory Health Insurance Fund clarified that the initiative to appeal to the EAEU Court was given by the Cabinet of Ministers of the Kyrgyz Republic and implemented by the Center for Judicial Representation under the Ministry of Justice. The main goal of this appeal is to clarify paragraphs 3 and 4 of Article 98 of the EAEU Treaty, signed on May 29, 2014, which pertain to access to social security, including mandatory health insurance for the families of workers from the Union member states.
The Fund also noted that the Kyrgyz Republic consistently fulfills its obligations within the framework of the EAEU. Citizens from Union countries who are legally present in Kyrgyzstan have the opportunity to receive medical assistance through the mandatory health insurance system, which is in line with the State Guarantees Program.
The issue of access for the family members of working citizens of the Kyrgyz Republic to the mandatory health insurance system in other EAEU states is an important topic that is regularly raised by the Kyrgyz side at various Union forums, intergovernmental commissions, and consultative meetings. The appeal to the EAEU Court represents a step in the framework of dialogue in the context of integration.
