
Information about Shirshov's presence in the Ministry of Energy and the Cabinet of Ministers has not been commented on.
Aleksey Shirshov, who previously held the position of financial director at JSC "Severelektro" and managed JSC "TNK Dastan," became a participant in the Kyrgyz-Russian commission discussing the Upper Naryn cascade of hydropower plants. This information is confirmed by a photograph of the meeting published on the website of the Ministry of Energy of the Russian Federation.
During the meeting, which took place in Moscow, the Minister of Energy of Kyrgyzstan Talaybek Ibraev and the First Deputy Chairman of the Cabinet of Ministers Daniyar Amangeldiev were also present, along with representatives of PJSC "RusHydro." The main focus of the negotiations was on issues related to the construction of hydropower plants in Kyrgyzstan and the development of the country's fuel and energy sector.
It should be noted that Shirshov's presence at these negotiations did not receive comments from the Ministry of Energy and the Cabinet of Ministers of Kyrgyzstan.
It should be added that Aleksey Shirshov has close ties with Maxim Bakiyev, the son of the former president of Kyrgyzstan. His career in the country's energy sector can be traced back to the beginning of Askar Akayev's rule, where he earned a reputation as the "gray cardinal" of the industry, as well as a person associated with corrupt schemes.
After the revolution in April 2010, Shirshov was forced to leave Kyrgyzstan, and a criminal case was initiated against him. However, he has repeatedly returned to Bishkek, and although he was detained by the State National Security Committee, he was released after cooperating with the investigation.
