Problems of tailors arose due to uncertainty with VAT on Wildberries — Amangeldiev

The First Deputy Prime Minister spoke about the reasons for the problems in the sewing sector at a meeting of the Jogorku Kenesh


At the meeting of the Jogorku Kenesh, deputy Umbetaly Kydyraliev raised the issue of the difficult situation in the sewing industry of Kyrgyzstan, which arose in the second half of 2025. He addressed Daniyar Amangeldiev, the First Deputy Chairman of the Cabinet of Ministers, with a question about why the government allowed such a situation.

The deputy noted: “We are losing to the Uzbek side, even though we have the advantage of being part of the EAEU, unlike Uzbekistan. How is it that, being in our own market, we are losing it, especially the largest one — the Russian market? Why were necessary measures not taken?”

In response, Amangeldiev stated that he does not believe that Kyrgyzstan has lost its positions in this area.

“I do not think we have missed any opportunities or lost in this sector. The sewing industry is divided into several directions: wholesale and custom tailoring, as well as production for markets. In custom tailoring, we have a significant advantage — highly qualified specialists, and our Uzbek partners practically do not compete in this segment, understanding their lack of competitiveness,” he explained.

According to the First Deputy Prime Minister, the main problems were difficulties with working on the Wildberries platform.

“Uncertainty with the VAT payer on this electronic platform caused problems. The Russian side intensified control, as taxes were not being paid into the Russian budget, and Wildberries did not act as a VAT payer. This led to difficulties with the 'Honest Sign' system, customs clearance, and determining tax status,” Amangeldiev added.

He also noted that this issue was recently discussed at a meeting of the Eurasian Economic Commission.

“At the last EEC council, we raised this issue and practically resolved it. All nuances were agreed upon with our partner Wildberries,” the deputy head of the cabinet reported.

In addition, Amangeldiev mentioned that to support tailors, the government offers preferential loans at 6%, and at the initiative of the president, two state banks have begun to provide interest-free loans for enterprises in this sector.
