According to information posted on February 16 on the website of the Ministry of Energy of Russia, the main focus of the meeting participants was on the Upper Naryn Cascade of Hydroelectric Power Plants project. The parties outlined plans for further development of the project and agreed to continue their joint work.
In addition, issues related to the creation of an industry order for the fuel and energy complex were discussed, which should contribute to strengthening bilateral cooperation.
Who is Alexey Shirshov?
Alexey Yurievich Shirshov, born in 1976 in Kyrgyzstan, is known for his connections in the energy sector. He previously held the positions of financial director at JSC "Severelektro" and JSC "Electric Stations" until December 2007.From December 2007 to April 2010, he was the chairman of the board of JSC "TNK Dastan."
Shirshov was a close friend of Maxim Bakiyev; however, his career began even earlier when he was part of the social circle of Aidar Akayev, the son of the first president of Kyrgyzstan.
After the events of March 24, 2005, when the president was forced to leave the country, he also left Kyrgyzstan but later returned and continued to work with Maxim Bakiyev.
According to several sources, after 2010, Shirshov settled in Ukraine and Riga but continued to travel actively to Russia and Israel, consulting officials in the energy sector.
Alexey Shirshov has become a symbolic figure in the energy sector of Kyrgyzstan, and his name is associated with the so-called "Shirshov schemes." This expression is used to refer to various bold ideas in the field of electric power, gas, and coal, as well as to emphasize the need to combat corruption in these sectors.
