The discussion of Alexey Shirshov's figure has become relevant again after his participation in a recent meeting in Moscow. In an interview with the Kabar agency, the President of Kyrgyzstan, Sadyr Japarov, stated that the authorities intend to use the information he possesses in the interests of the country.
- Social media is actively discussing a photo of Shirshov with the Kyrgyz delegation, headed by the Deputy Prime Minister, during a meeting with representatives of the Ministry of Energy of Russia. Some remind you of your previous statements that Shirshov would not hold government positions.
Daniyar Amangeldiev, in turn, emphasized that Shirshov's information and experience are extremely important in the current circumstances. His words have drawn criticism: some are puzzled as to why there are no more qualified specialists in Kyrgyzstan, while others express themselves even more harshly: "Tashiev left - Shirshov came."
- Let me clarify. I will start by saying that at the end of 2021, through intermediaries, Shirshov expressed a desire to come to Kyrgyzstan and offer information about Maxim Bakiev's foreign and local assets, provided he was not arrested. Many people from Bakiev's circle were left without support after his flight, including Shirshov.
I checked the information with law enforcement agencies and found out that he is not wanted. We allowed him to come and share his knowledge.
After his arrival, we met, and I immediately warned him that the old ways no longer apply, and no one will be able to steal from the budget. Any illegal activity will have consequences. He and his circle have significantly enriched themselves, and now it is time to return these funds to the state. We set the condition: to provide all available information.
After that, Shirshov began cooperation with the State Committee for National Security (GKNB) and the Ministry of Internal Affairs (MVD).
During the cooperation, he revealed which cottages in the "Aurora Plus" resort were illegally re-registered to his acquaintances and relatives. As a result, the state managed to recover several real estate properties.
He also reported the existence of a villa "castle-chateau" in southeastern France, previously owned by Maxim Bakiev and purchased from Boris Berezovsky. The Ministry of Justice of Kyrgyzstan has initiated legal proceedings on this matter since 2023. However, it is worth noting that such processes can drag on for years, and it remains unclear whether this property will be returned to Kyrgyzstan.
In addition, Shirshov pointed out the connection of the "Elkat" company with Maxim Bakiev. Currently, the company is state-owned, and its value is estimated at about 6 billion soms.
As for the meetings in Moscow, Kyrgyzstan has a debt to "RusHydro" for the Upper Naryn HPP project amounting to 37 million dollars. With interest, this amount has already exceeded 51 million dollars and continues to grow. The international court has ruled on the accrual of interest.
I sent a delegation headed by Daniyar Amangeldiev to Moscow to discuss ways to settle the debt. On-site, he contacted the delegation and offered to share information on issues related to "RusHydro," as he had previously worked with this company and possesses important information. The usefulness of his information will become clear over time.
It is important to note that we will not allow him to hold any government positions. If his information proves useful for the country, we will use it; if not, the cooperation will cease.
In the end, we will not allow attempts to encroach on state funds. Therefore, it is not worth paying attention to the manipulations surrounding Shirshov's figure.
The Ministry of Energy plans to fully repay the debt of 137 billion soms this year and achieve profitability next year. All thefts in the system have ceased. That is why the debt, which has accumulated over 30 years, will be closed in five years. If thefts had continued, the debt would only have grown.
If employees are found guilty of corruption or theft, they will receive no leniency. This applies to all ministries and state institutions.
