The President commented on the situation surrounding Alexey Shirshov, known as the gray cardinal of the energy sector
Recently, the figure of Alexey Shirshov has once again attracted public attention, especially after his appearance at a meeting in Moscow, which sparked active discussions. President Sadyr Japarov noted in an interview with the news agency "Kabar" that the authorities are using the information provided by Shirshov in the interests of the country.
“The photograph of Shirshov taken during the meeting with representatives of the Ministry of Energy of Russia and the Kyrgyz delegation headed by the Deputy Chairman of the State Duma and the Minister of Energy of Kyrgyzstan caused a heated discussion on social media. Some users reminded that you previously stated that Shirshov would not hold any government positions,” he said.
Daniyar Amangeldiev noted that “we need Shirshov's knowledge and information.” In response, some commentators expressed confusion: “Is there no one in Kyrgyzstan who understands this field better than he does?” Some even added: “Tashieva is not here, Shirshov is here. What does this mean?”
— Let me clarify the situation. First of all, this likely happened at the end of 2021. Shirshov, through intermediaries, stated: “If I had not been arrested, I would have returned to Kyrgyzstan. I know about Maxim's foreign and local assets and am ready to help return them,” the president explained.
According to Japarov, when he contacted law enforcement agencies, he was informed that Shirshov was not wanted. Therefore, it was decided to give him the opportunity to come and share information.

After the meeting with him, certain conditions were established: “Now you do not have the previous power and do not have the right to appropriate the property of state institutions. If you do this, you will be arrested. You and Maxim Bakiev have become very wealthy, now help return this wealth to the state, share your information,” the president added.

The State Committee for National Security and the Ministry of Internal Affairs began to interact with Shirshov. As a result, the company "Aurora Plus" provided data on seized cottages that were registered under close relatives or friends. This allowed the return of several real estate properties to state ownership.
Maxim Bakiev, while in the southeast of France, owns a villa called "Chateau Castle," which he purchased from Berezovsky. This information was announced by him personally. The Ministry of Justice of Kyrgyzstan has been working on this case since 2023. However, the president warned that legal proceedings could drag on for years, and it is unclear whether the outcome will be in favor of Kyrgyzstan.

Shirshov also provided information about the company "Elkat," which belonged to Maxim Bakiev and was fully transferred to the state. It is now entirely state-owned, and its value is approximately 6 billion soms.
As for his role in the negotiations in Moscow, the republic owes "RusHydro" 37 million dollars, and with interest, it exceeds 51 million dollars. Interest on this debt accumulates every day.
The International Court has decided to charge these interests. I sent a delegation to Moscow, led by Daniyar Amangeldiev, with a proposal to discuss ways to repay this debt.
During the negotiations, Shirshov contacted Amangeldiev and expressed his readiness to provide useful information about "RusHydro," as he had previously worked with this company. However, only time will tell how useful this information will be.
The main conclusion is that we will not allow Shirshov to hold the same position in the ministry again. If his information is useful for the state, we will use it. Otherwise, we will say: “Please leave.” We will not allow further abuse of the state treasury.
Those who are caught stealing will not be spared, and this applies not only to the Ministry of Energy but to all state institutions and officials,” the president concluded.
