How drivers in the KR will be tested on traffic rules right on the roads


Adylbek Biibosunov, Deputy Minister of Internal Affairs, presented a new draft amendment to the Code of Offenses in the Jogorku Kenesh concerning the procedure for checking drivers' knowledge. Under the proposed changes, drivers who violate traffic rules will be required to confirm their knowledge directly at the stop using an automated system.

The testing process will be conducted through special tablets, on which the program will ask the driver to answer six questions. The exam will be considered successfully passed if the driver provides at least four correct answers. To ensure transparency and eliminate corruption risks, the process will be recorded both on the tablet's audio recording equipment and on video cameras installed on the uniforms of police officers.

This measure will only apply to those drivers who have committed serious traffic violations. Such violations include speeding by 40–60 km/h, running a red light, driving into oncoming traffic, road hooliganism, as well as operating a vehicle without license plates or with obvious technical malfunctions. Additionally, the need to confirm knowledge will also arise after a traffic accident that caused material damage or harm to health, as well as when ignoring an inspector's requirement to stop.

If a driver is unable to pass the test, their driver's license will be temporarily suspended, and they will be required to retake the exam. Drivers who evade this procedure for more than 60 days risk temporarily losing their driving rights. The implementation of this control system has been initiated at the request of President Sadyr Japarov to improve the qualifications of road users and reduce the number of accidents.
