The situation on the roads requires immediate action, and according to the president, reform in driver training is a necessary step. He noted that it is important for society to understand the significance of these changes.

- Hello, Sadyr Nurgoyevich! The issues regarding the replacement of driver's licenses and the training process for obtaining a license are still actively discussed in society.

What is the main goal of this reform? How important is it for the state? Will it lead to a loss of previously achieved positive results?

— I am confident that the reform does not negate previous achievements. We have implemented many significant initiatives both internationally and domestically.

We have brought "Kumtor" back under state control, increased our gold reserves, and now we have no problems with external debts.

New hydropower plants are being built, such as "Kambar-Ata–1," and the railway project "China – Kyrgyzstan – Uzbekistan" is being implemented. Border issues have been resolved, and foreign policy has improved.

Airports are operating at full capacity, and new aircraft are being purchased. Citizens are provided with housing through the State Investment Corporation for up to 25 years, and salaries are increasing.

We have strengthened the army, and the number of tourists is increasing thanks to the construction of 5-7 star hotels.

IF WE SUMMARIZE ALL THESE ACHIEVEMENTS, THE REFORM IN "UNAA" IS ONE OF THE MOST IMPORTANT

In other words, a huge amount of work has been done over the past five years, and these are just the main areas.

If we consider all achievements as a whole, the reform concerning "UNAA" is also extremely important.

This reform affects human lives—the main value of the state. We all know the statistics on road fatalities, and the situation remains critical.

Is it normal that a thousand lives are lost every year?

The mortality rate from traffic accidents exceeds losses during wartime.

Many lose children or become orphans, and sometimes entire families perish in accidents.

How many people are left disabled? Every year about 10,000 are injured, and half of them become disabled.

Such a situation should not exist. If we do not take measures and implement reforms, the situation will only worsen.

Now we need to endure a little and bring order to this area. Of course, ideal results will not come immediately.
There will be shortcomings, but over time the system will improve.

The fruits of the reform will not be visible instantly; it will take 50–60 years to see changes. When the generation that bought licenses for 30 years is gone, and a new generation that has undergone training for 10 months remains, then we will see the results.

This will take 50–60 years. If we now introduce strict rules and carry out the reform, the system will stabilize and the statistics will change. Mortality will decrease.

Then society will be able to assess the results.

I urge everyone to support these changes and approach them with understanding.

Additionally, I apologize to the owners of private driving schools for their closure.

These actions are not aimed at personal gain, but at our common future.

Some employees, who processed documents for money, themselves lost loved ones in traffic accidents when drivers who bought licenses killed them on the roads.

This has become a sign from the Almighty for these people. I advise them to change their field of activity.

— The main dissatisfaction concerns the training period. Is it possible to reconsider the 10-month period?

These 10 months are not accidental. We relied on international standards.

In many countries, the training period is at least one year, and our specialists adapted the program to 10 months.

I personally believe: "If possible, consider increasing the number of classes—instead of three times a week for 2 hours, have classes 5 times a week for 2 hours." That is, from Monday to Friday.

Moreover, there is now the possibility of online training. It is not necessary to attend a driving school; you can participate in classes from home. We spend a lot of time on the internet anyway.

Is it really difficult to allocate 2 hours a day for training? 10 months will fly by unnoticed.

If it turns out that students are ready and successfully pass exams in 5-6 months, then we can discuss shortening the training period. But preparing a trainee in such a short time is extremely difficult.

The number of those who studied for 3.5 months and did not pass the exam reached 90%. This figure may increase.

We have implemented an artificial intelligence system for exams, and now they are conducted by a robot. The human factor is excluded.

Previously, among those 10% who successfully passed exams after 3 months of training, there could have been cases where instructors "helped".

In conclusion, I want to address everyone once again:

The training program includes the study of traffic rules as well as driving ethics.
