The competition involves conducting a comprehensive set of engineering and geological surveys in the area where the hydroelectric power station will be located. The procurement is taking place using an unrestricted method and a two-package approach, as noted in the announcement.
Information about this competition was published on February 5, 2026, on the public procurement portal of the Kyrgyz Republic. The deadline for submitting proposals is set for February 23, 2026, by 14:00 through the specified portal.
A pre-procurement meeting and site inspection for interested participants is scheduled for February 12, 2026.
The Ministry invites qualified organizations that meet the requirements of the competition and the legislation of Kyrgyzstan to participate.
Background
The construction project of the Kambar-Atynskaya HPP-1, which has a capacity of 1860 MW and has been dubbed the "project of the century," is currently being actively implemented.
In 2025, a competition was held to update the feasibility study developed in 2014. A contract has been signed with the winner, and work is already underway. At this stage, the type of dam for the HPP has been determined.
The World Bank has allocated an additional $13.6 million to the previously approved $5 million for the implementation of these activities. There is also consideration for allocating $1.5 billion for major construction works within the project for Kyrgyzstan, Kazakhstan, and Uzbekistan.
During meetings, 9 donors expressed interest in financing the Kambar-Atynskaya HPP-1 project for a total of $2.5 billion.
Work on the environmental and social impact assessment (ESIA) of the project has been completed, for which the World Bank allocated $18.6 million.
The draft intergovernmental agreement was sent to the Ministries of Energy of Kazakhstan and Uzbekistan on September 30, 2025. Currently, comments and proposals have been received from both sides.
Preparation for expert negotiations at the level of the interagency working group of Kyrgyzstan is ongoing.
Completed Works:
- The construction of the concrete highway from the 318th kilometer of the Bishkek–Osh road to cut No. 2, with a length of 8.6 km, has been fully completed; acceptance procedures have begun;
- On the route from cut No. 2 to the Kambar-Atynskaya HPP-1 site, with a length of 4.7 km, 4 km have been completed, which is 85% of the total volume;
- Drilling and concrete works for the construction of the transport tunnel TT-2 (126 m) have been successfully completed, and the facility is in the acceptance stage;
- The construction of the 110 kV overhead power line and the 110/6 kV substation has been completed over 11.5 km, with 25 supports installed, and the main work on the substation is in the final stages;
- The construction of a shift camp for 100 people, including an administrative building, dormitory, dining hall, and auxiliary facilities, has been completed by 60–70%;
- The construction of a bridge over the Naryn River to the right bank of the Kambar-Atynskaya HPP-1 has been completed on 4 concrete supports, and the installation of metal structures for the bridge, which is over 180 m long, is ongoing, with overall readiness at 50–60%;
- Construction works for the operational phase of the transport tunnel TT-2 have been completed: the concrete road with a length of 1,387 m has been finished, and internal structural works are ongoing, with overall readiness at 55–60%.
