According to the agency, comments and proposals have already been received from both sides, and preparations are underway for expert negotiations within the framework of the interagency working group of Kyrgyzstan.
Kambar-Ata HPP-1
The construction of the Kambar-Ata HPP-1 with a capacity of 1860 MW, known as the "project of the century," is actively ongoing.
In 2025, a competition was held for updating the feasibility study developed in 2014. A contract has been signed with the winner, and work has already begun. At this point, the type of dam for the HPP has been determined.
The World Bank has allocated an additional $13.6 million on top of the previously allocated $5 million to carry out these activities. Furthermore, the possibility of allocating $1.5 billion for the main construction works of the project, which covers three countries — Kyrgyzstan, Kazakhstan, and Uzbekistan — is being considered.
At meetings and events, 9 donors expressed interest in financing the Kambar-Ata HPP-1 project for a total amount of $2.5 billion.
The work on the environmental and social impact assessment (ESIA) has been completed, for which the World Bank allocated $18.6 million.
Currently, the draft intergovernmental agreement has already been sent to the ministries of energy of the Republic of Kazakhstan and the Republic of Uzbekistan, and comments have been received from both sides.
Active preparations are underway for expert negotiations in the interagency working group of Kyrgyzstan.
Completed Works:
- The construction of the concrete road from the 318th kilometer of the Bishkek–Osh highway to the cut No. 2, with a length of 8.6 km, has been fully completed, and acceptance procedures are currently underway;
- On the section from cut No. 2 to the Kambar-Ata HPP-1 site, with a length of 4.7 km, 4 km of work has been completed, which is 85%;
- Drilling and concrete work on the transport tunnel TT-2 (126 m) have been completed, and the facility is being prepared for acceptance;
- The construction of the 110 kV overhead power line and the 110/6 kV substation has been completed over 11.5 km, with 25 supports installed, and work on the substation is nearly finished;
- The construction of a shift camp for 100 people, including an administrative building, dormitory, and cafeteria, has been completed by 60–70%;
- The construction of a bridge over the Naryn River to the right bank of Kambar-Ata HPP-1 has been completed by 50–60%, with 4 concrete supports built, and the installation of metal structures for the bridge, which is over 180 m long, is ongoing;
- Construction and installation work at the operational stage of the transport tunnel TT-2 has been completed by 55–60%, with a concrete road of 1,387 m ready, and internal structural work is ongoing.
