The project for the construction of Kambarata HPP-1, with a capacity of 1860 megawatts, has entered an active phase of implementation. This strategically important facility for Central Asia has shown significant progress in engineering aspects and attracting investments by 2025, according to the Ministry of Energy.

Funding and Expertise


Last year, a competitive procedure was conducted to update the feasibility study (FS) created in 2014. Currently, experts have already determined the type of dam for the new station.

The World Bank continues to support the project, increasing funding from the previously allocated $5 million to $18.6 million, and is also considering the possibility of allocating $1.5 billion for the main construction works.

In addition, nine international donors have expressed interest and are ready to invest about $2.5 billion in this project.

The development of the environmental and social impact assessment (ESIA), for which the World Bank allocated $18.6 million, has been completed.

International Cooperation


On September 30, 2025, an intergovernmental agreement was sent to the ministries of energy of Kazakhstan and Uzbekistan. The parties exchanged proposals and comments, and the interagency working group of the Kyrgyz Republic is preparing for final expert negotiations.

Progress of Construction Works at the Site


Last year, a significant amount of preparatory work was completed at the construction site of the HPP:

1. The construction of a concrete road (8.6 kilometers) from the Bishkek — Osh highway to section No. 2 has been completed. On the next section (to the dam of the HPP), 4 out of 4.7 kilometers have been laid (85 percent readiness).

2. Drilling and concrete works in transport tunnel TT-2 (126 meters) have been completed, and the facility is undergoing acceptance procedures. Four concrete bridge supports over 180 meters long have been built on the right bank of the Naryn River (overall readiness — 50-60 percent).

3. The overhead power line of 110 kilovolts, 11.5 kilometers long, has been fully installed, with 25 supports erected.

4. The shift camp for 100 people, including an administrative building, dormitory, and dining hall, is 60-70 percent ready.

5. The concrete road for the operational phase in tunnel TT-2 (1 kilometer 387 meters) is fully completed. Internal structural works are ongoing (overall readiness — 55-60 percent).
