Almaty - Issyk-Kul Highway. What is the current stage of the project?

An interdepartmental working group has been formed in Kazakhstan, tasked with analyzing the project for the construction of a road between Almaty and Issyk-Kul, as reported by Tengrinews.kz.

Members of this group include specialists from the Ministry of National Economy, the Ministry of Ecology, the National Chamber of Entrepreneurs "Atameken," the Border Service of the National Security Committee, and the Ministry of Transport.

According to information from the Ministry of Transport of the Republic of Kazakhstan, the new route is being considered as an alternative to the existing path Almaty — Otar — Korday — Bishkek — Cholpon-Ata, which is approximately 460 kilometers long.

With the support of the Asian Development Bank, a shorter route has been proposed, which will pass through Uzynagash and Kichi-Kemin. Its estimated length is 277 kilometers, of which 127 kilometers will be in Kazakhstan and 150 kilometers in Kyrgyzstan.

The agency reported that some of the necessary infrastructure is already in place. However, in Kazakhstan, about 80 kilometers of roads will need to be repaired, while in Kyrgyzstan, approximately 6 kilometers.

In December 2024, Kazakhstan and Kyrgyzstan reached an agreement on the need to expedite the preparation of the feasibility study (FS) and begin joint work on road construction with the help of the ADB.

As of April 1, 2025, work on the development of the project's feasibility study was still ongoing. This task was assigned to the Asian Development Bank, which allocated funding for the project's implementation.

The agency noted that the process of creating the feasibility study is currently continuing. This document will define the key parameters of the future road, including the exact route, category, length, projected traffic flow, financial aspects, and possible tariffs. Additionally, the legal norms of Kazakhstan and Kyrgyzstan will be taken into account.

It is anticipated that the final version of the feasibility study will be presented by September 2026. After that, the parties will make a final decision on the project's implementation, including the possibility of attracting private investments through a public-private partnership mechanism.
