Bolot Ibragimov on Driver Testing: Even Inspectors Couldn’t Answer the Questions

At a meeting of the committee on judicial and legal issues of the Jogorku Kenesh, deputy Bolot Ibragimov expressed the opinion that the personnel of the State Traffic Safety Inspectorate (GUOBDD) should undergo certification before stricter requirements for drivers are introduced.

Ibragimov noted that the results of a recent inspection showed that even inspectors do not know the basic traffic rules.

“When we started discussing the draft law, I conducted a survey among the staff of the department. Both the management and the ordinary inspectors were unable to answer the simplest questions. Although the concept of the draft law looks correct, I cannot support it until certification is conducted. We do not have the moral right to demand knowledge from citizens if the inspectors themselves cannot answer questions,” the deputy emphasized.

Deputy Minister of Internal Affairs Adylbek Biibosunov, speaking about the draft law, confirmed that he is aware of the situation.

“Yes, we are familiar with this data. Training among the personnel has indeed been conducted. Knowledge of traffic rules is mandatory for all employees, and this is taken into account when improving their qualifications. We are taking appropriate measures,” Biibosunov added.

Today, the committee also discussed amendments to the Code of Offenses that will allow inspectors to conduct on-site testing of drivers. In case of failure, the driver's license will be confiscated, and a temporary license will be issued for 60 days. During this time, the driver must pass an exam at "Unaa," and if the results are positive, the license will be returned.
