The proposed amendments aim to clarify the category of citizens entitled to one-time social payments, as well as the procedure for their provision. As stated in the explanatory note, the main goal of these changes is to adapt the norms to existing budgetary capabilities and ensure a unified approach to the procedures.
The new version of the resolution contains a clear description of the payment procedures in cases of emergencies:
- payments will be provided only upon the introduction of a state of emergency (SE) or emergency situation of II-V degree;
- three categories of payments are allocated:
- for citizens who have been evacuated or relocated — for urgent needs (water, food, essential items);
- for those injured and who have sustained injuries — based on the conclusion of a forensic medical examination;
- for families who have suffered a loss as a result of the emergency — also based on the conclusion of the forensic medical examination;
- the district coefficient will not be applied;
- the decision on payments will be made by the relevant civil protection commission;
- the introduction of reporting requirements for allocated funds and clarification of inter-agency cooperation in international assistance are also included in the procedure.
In the explanatory note, the government reports that from 2023 to 2025, over 170 emergencies have been registered in the country, resulting in injuries and deaths of dozens of citizens. Clear criteria for the assignment of payments are necessary to ensure prompt, fair assistance and to prevent legal uncertainty.
