A draft law has appeared on the website of the Jogorku Kenesh, which has been submitted for public discussion. This document, developed by Deputy Nurlanbek Sydygaliev, proposes amendments to the Law "On Pension Provision for Military Personnel."

The changes concern Article 49, which describes the application of regional coefficients to military pensions. The proposed draft is aimed at ensuring that the increasing coefficient is provided not to all pensioners residing in the relevant areas, but only to those military personnel who have served for more than ten years in locations situated at an altitude of 1800 meters and above.

Thus, the regional coefficient will be used as an additional form of compensation for service in challenging climate conditions.

The explanatory note states that the purpose of these amendments is to strengthen social support for military personnel, taking into account the increased risks, limitations, and burdens associated with their service. The authors emphasize that a pension should be perceived not only as a replacement for lost income but also as compensation for potential harm to health and the consequences of the hardships of service.

If the amendments are approved, they will come into effect on September 1, 2026.
