In Kyrgyzstan, the Ministry of Science, Higher Education, and Innovations has decided to amend a number of cabinet decisions related to secondary and higher vocational education. This draft resolution is currently being discussed with the public.

The main goal of the document is to support the winners and prize-winners of regional school olympiads and competitions, which will be implemented through various incentive measures.

Among the proposed initiatives are benefits and discounts for education in higher educational institutions located in the regions.
There are also technical amendments in the draft concerning the duration of the pilot implementation of the voucher funding mechanism. It was previously planned that the pilot would last only one academic year (2025/2026), but now it will cover the period from September 1, 2024, to September 1, 2026, adding another academic year (2026/2027).

It should be noted that last year, vouchers in the field of "Pedagogy" were implemented in a pilot mode in Kyrgyzstan. For the 2025/2026 academic year, 1,896 vouchers are planned, of which 690 are for secondary vocational education.

Applicants wishing to study in pedagogical fields have chosen 13 state universities (a total of 1,266 vouchers) and one private university (1 voucher). In regional universities, 720 applicants have registered for education using vouchers, while in universities in Bishkek, there are 514.

At the same time, 630 vouchers remain vacant, and universities in the Batken region are not participating in the pilot testing.

The consolidated results of the pilot project are to be summarized by October 1, 2026.
