
According to the agency, the statements of the akyn do not reflect reality
The akyn Askhat Zhetigen expressed dissatisfaction regarding threats and the conditions of his detention in colony No. 27, which he reported in a letter published by his lawyer Nurbek Toktakunov.
In response to Zhetigen's statements, the GSIN denied the information contained in the letter. The agency emphasized that the facts regarding violations and infringement of the convict's rights do not correspond to reality.
According to GSIN data, there are currently 1,102 convicts in colony No. 27. For the heating season of 2025/26, 556 tons and 920 kilograms of coal were allocated, which is used for heating both residential and administrative premises. The agency also noted that the staff of the institution do not use the bathhouse.
Additionally, the GSIN reported that 2 million 243 thousand soms are allocated for the major repairs of the institution under item 3111 of the budget, and the funding for the work is provided from the state budget.
Regarding the premises in the SHIZO, the GSIN explained that on March 2, Zhetigen, according to their version, violated internal regulations by urging other convicts not to comply with the lawful demands of the administration. In accordance with Article 118 of the Criminal Executive Code of the KR, he was subjected to disciplinary punishment in the form of 15 days in a punishment isolation cell, as decided by the head of the institution.
The GSIN also reminded that the activities of the institutions are under the control of the prosecutor's office and the ombudsman institute. In 2025, representatives of the ombudsman conducted inspections in institution No. 27 three times, and the prosecutor's office eight times; in 2026, each of the organizations carried out three inspections.
