The FSIN explained why the akyn Askat Zhetigen was placed in a punishment cell.

In response to the publication by human rights activist Gulshaiyr Abdirasulova on Facebook, the State Penitentiary Service (GSIN) commented on the situation surrounding the akyn Askat Zhetigen. She claimed that his rights are being violated and that he is being pressured by the institution's staff.

According to the agency, these claims are not true.

“On March 2, Askat Zhetigen uulu grossly violated established rules by attempting to provoke a conflict with the staff and inciting other inmates not to comply with the lawful instructions of the administration. As a result, a disciplinary sanction was imposed on him in the form of placement in a punishment cell for a period of 15 days,” the GSIN press service reported.

Regarding the provision of coal to the institution, 556 tons and 920 kilograms of this fuel were allocated for the heating season. The coal is used to heat all buildings, including residential blocks for inmates and administrative premises. In order to maintain personal hygiene, the bathhouse is also heated, and inmates can visit it according to an approved schedule.

Additionally, the GSIN reported the presence of a gym in the residential area, designated for sports activities by inmates. Due to limited space, the gym is accessed according to a schedule.

For the capital renovation of the gym, dining hall, and other premises, 2 million 243 thousand soms have been allocated, and the work has already been completed. Rooms for visits have been created in the buildings, and new furniture and equipment have been installed.

Regarding the observance of inmates' rights, three inspections were conducted by representatives of the akiykatchi institute and eight inspections by the prosecutor's office in 2025. In the following year, 2026, representatives of the ombudsman also conducted three inspections, and the prosecutor's office conducted three inspections.

It should be noted that Askat Zhetigen is a well-known akyn and civil activist who was sentenced to three years in prison for calls for mass riots and seizure of power. A criminal case against him was initiated in March 2024 after his video addresses on social media, where he criticized the actions of the authorities.
