In his opinion, the reason for his transfer to the PIS was the local authorities' desire to take revenge for his appeals to the ombudsman representatives regarding violations within the colony. During an inspection, a colony employee attempted to stop him from disclosing information, which led to a verbal altercation.
Response from the Penal Enforcement Service
The State Penal Enforcement Service issued a statement refuting all of Zhetigen's accusations. The agency emphasized that the information about violations of the inmate's rights is not true.The Penal Enforcement Service noted that there are currently 1,102 inmates in facility No. 27. For the heating season of 2025/26, 556 tons and 920 kilograms of coal have been allocated for heating the buildings. It was also reported that the facility staff do not have access to the bathhouse.
Furthermore, the Penal Enforcement Service clarified that 2 million 243 thousand soms have been allocated for the capital repair of the colony, and all work is financed from the state budget.
Regarding Zhetigen's confinement in the PIS, the agency stated that, according to their version, he violated internal rules and urged other inmates not to comply with the administration's demands. Based on Article 118 of the Criminal Executive Code of the Kyrgyz Republic, he was subjected to disciplinary punishment in the form of 15 days in the punishment isolation cell, which was approved by the head of the facility.
The Penal Enforcement Service added that the operations of the facilities are under the control of the prosecutor's office and the ombudsman institute. In 2025, representatives of the ombudsman inspected facility No. 27 three times, while the prosecutor's office conducted eight inspections; in 2026, each of these organizations carried out three inspections.
