Currently, there are 1,102 inmates in this colony.
One of the main shortcomings is the high degree of overcrowding: the living space norm per inmate is significantly below the established standards.
The team from the Torture Prevention Center and Human Rights Compliance Monitoring conducted an inspection of the barracks, which house living quarters consisting of two rooms.
- In the first room, 10 inmates live in an area of 16.5 square meters, while in the other room, which is 23.1 square meters, there are 14 people.
- In the second building, 15 inmates are accommodated in a room of 26.4 square meters, while 10 people live in a room of 16.5 square meters.
According to the legislation, the maximum occupancy rate of the colony is determined based on the actual area of the living quarters.
In response to the identified violations, the Ombudsman Institute sent recommendations to the State Penitentiary Service to increase the living space in colony No. 27 in accordance with the norms of the Criminal Executive Code.
During the monitoring, the institute's employees also held conversations with the inmates, resulting in three statements being submitted.
One of the inmates, a German citizen serving a five-year sentence under Article 332 of the Criminal Code of the Kyrgyz Republic, requested that the German embassy be notified of his presence in the colony.
Another inmate appealed for assistance in obtaining a pardon, noting that he had already submitted a petition for clemency in December 2025 but was denied.
The institute's employees provided him with legal advice regarding the process of submitting pardon petitions, explaining that a repeat request is only possible after serving half of the sentence or after one year from the date of denial.
Additionally, Askhat Zhetigen uulu complained about mistreatment by the colony staff. This information was immediately forwarded to the institution's management for necessary action. On March 3, employees of the Ombudsman Institute visited the colony again for a follow-up inspection.
Askhat Zhetigen uulu expressed dissatisfaction regarding his placement in a punishment isolation cell for 15 days.
According to the law "On the Prosecutor's Office of the Kyrgyz Republic," the legality of such placement and disciplinary sanctions is checked by the prosecutor's office, which provides a legal assessment.
All materials from the inspection will be sent to the General Prosecutor's Office for further consideration.
On March 4, the State Penitentiary Service reported that Askhat Zhetigen uulu had been released from the punishment isolation cell.
