Starting April 1, restrictions on electricity supply during peak hours will be lifted in Kyrgyzstan

In connection with the completion of the autumn-winter season of 2025–2026, the Ministry of Energy of the Kyrgyz Republic, under the leadership of Minister Talaybek Ibraev, announced the complete lifting of restrictions on electricity supply during peak hours starting April 1, 2026.

Previously, power restrictions were introduced in response to low water levels in the Toktogul Reservoir and to ensure stable electricity supply for all consumers. The power reduction was implemented during peak hours — from 06:00 to 09:00 and from 18:00 to 22:00.

In particular:

— for single-phase users, the power was reduced from 5 kW to 3 kW;

— three-phase consumers faced a reduction in power from 8 kW to 5 kW.

The ministry emphasized that without these measures, electricity consumption during peak hours could have significantly increased, leading to a critical decrease in the water level of the Toktogul Reservoir.

Thanks to the measures taken by energy workers, such risks were avoided.

In 2025, total electricity consumption amounted to 19,094.8 million kWh, which is 4.7% more compared to 2024, when this figure was 18,235.0 million kWh. The main factors for the increase in consumption include new housing construction, expansion of industrial facilities, and growth in the number of consumers, as well as the connection of new facilities to the power grid.

As of January 1, 2026, the total number of electricity consumers reached 1,621,292, of which 1,503,813 are residential and 117,479 are non-residential. In 2025, the number of consumers increased by 36,287, of which 30,976 were in the residential sector and 5,311 in the non-residential sector.

“Nevertheless, the Ministry of Energy successfully completed preparations for the autumn-winter season as part of the ongoing reforms. The capacity was increased through the modernization of outdated equipment, reconstruction of major hydropower plants, and construction of small hydropower plants and substations. Notably, there were no power outages during this period.

The reduction in power was carried out in accordance with clause 79 of the "Rules for Electricity Use," as well as contracts for electricity supply and technical conditions to ensure the stability of the operation of the unified energy system of the country,” the ministry added.
