The key change affects the funding mechanism for road maintenance. Now, funding will be provided from both the republican and local budgets, unlike the previous scheme, which only included republican funds.
According to the updated version of the document, the Ministry of Finance will ensure funding from the resources allocated in the republican budget for road maintenance. Any shortfall will be covered by the local budget.
The Bishkek city administration has been tasked with providing additional funding for road maintenance work in amounts not covered by the republican budget.
It should be noted that the pilot project for transferring the road to the management of the city administration was approved on February 20, 2025, and is designed for a period of two years. Within the framework of this project, the city administration is responsible for the maintenance, repair, safety, and development of the road. It is also planned to use funds received from individuals and legal entities for the use of the road area.
This resolution comes into effect upon its official publication.
